Can a title agent effectively close a loan if there is no legal description on the deed?

I have acreage in Maryland, down past me. I closed on a construction loan and was found on close for months because there was no legal description or plat so the surveyor will work when it's my work program of the yard and contour. I am a home buyer first time and now I wonder if the title company actually did what were supposed to close this first loan.
